JOB SUMMARY

This job is responsible for the strategic focus and directs the corporation’s policy initiatives and operations consistent with regulations, and to advocate for rational legislative and regulatory oversight of the Organization’s functions. The incumbent directs public policy  for the Organization, and operates at a senior level within the Organization, as well as providing input and guidance to senior management on policy and strategic issues. Fosters and maintains relationships with multiple internal and external entities to manage and direct policy and strategy to assure optimal outcomes on regulatory issues. Accountable for the development and submission of required filings to the Pennsylvania Insurance Department and Department of Health, public hearings and testimony related to the corporation’s insurance activity, and completion of ad- hoc reports are managed through this position. The incumbent coordinates activities with the subsidiaries on regulatory issues, joint filings, rate and forms filings, and the initiation, preparation, and subsequent submission of such required filings. Interacts with BCBSA, AHIP, NAIC and NAMCR to provide direction and input to their lobbying and advocacy, and to optimize the use of research and information within the Organization.

ESSENTIAL RESPONSIBILITIES

  • Perform management responsibilities including, but not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity.  Plan, organize, staff, direct and control the day-to-day operations of the department; develop and implement policies and programs as necessary; may have budgetary responsibility and authority.
  • Direct Corporate response to change legislative, policy and political changes impacting the direction and marketing changes relative to Gateway's business interests. Frame the content of Gateway’s communications on policy matters, and serve as a key spokesperson for the organization on policy matters. Provide leadership and consulting expertise to operational areas. 
  • Provide leadership and policy expertise on new project initiatives, and to subsidiaries, and other functional areas in Gateway; provide guidance on policy issues and change related to legislative mandates, complementing and strengthening their policy compliance functions. This includes coordination with the marketing areas, producer licensing, provider contracting, and customer service/ complaints and grievances.
  • Direct staff in providing the research and documentation requested to support the corporation's interests in new ventures, new product development, and in the context of emerging legislative and policy environmental change. Research, analyze and communicate government relations related intelligence to interested/impacted business partners.
  • Produce policy materials (internal briefing memos, letters to government officials, comments on Federal Register notices, congressional testimony, policy position papers etc.) on policy and legislative initiatives related to Gateway’s priorities.
  • Other duties as assigned.

EDUCATION

Required

  • Master's Degree in Business Administration/Management

Preferred

  • Juris Doctorate

EXPERIENCE

Required

  • 7 - 10 years in Management
  • 5 - 7 yeas in Regulatory Compliance Law

Preferred

  • 5 - 7 years in the Healthcare Industry
  • 5 - 7 years in Regulatory Compliance
  • 5 - 7 years in Regulatory Affairs
