JOB SUMMARY

This job designs, plans and implements investment strategy for the internally managed fixed income portfolios for the Organization and its subsidiary companies. The incumbent formulates and oversees the implementation of investment strategy for the reserve assets of the various corporations according to policy guidelines, risk tolerance, income targets and liquidity requirements. Maintains awareness of economic and political events that impact financial markets. The incumbent has direct accountability for the asset allocation studies and tactical rebalancing of approximately 20 portfolios totaling over $10B of assets. Additional responsibilities are evaluating the securities lending and commission recapture programs, monitoring Highmark and AHN debt issues for possible new issuance pricing, analyzing portfolio trading costs and performing portfolio liquidation of terminated managers.

ESSENTIAL RESPONSIBILITIES

  • Perform management responsibilities including, but not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity.  Plan, organize, staff, direct and control the day-to-day operations of the department; develop and implement policies and programs as necessary; may have budgetary responsibility and authority.
  • Accountable for asset allocation studies for approximately 20 portfolios with assets totaling over $10 billion.  Accountability for tactical re-balancing of approximately 20 portfolios including recommendations for total exposure to each asset class. Manage the internal portfolio oversight committee and participate as key voting member.  
  • Establish the investment strategy for the $3.5 billion dollars in fixed income assets for the Organization. Develop relationships with brokerage firms, electronic trading firms, custody banks and market research companies to add value to credit selection. Conduct oversight of the selection of securities for the fixed-income portfolios.
  • Present investment results, investment policy reviews and annual investment charters to foundations and subsidiary companies Board of Directors.
  • Work proactively with subsidiary and affiliate finance staff to ensure appropriate asset allocation, investment strategy and risk tolerances. Interacts with cash and banking, investment accounting and enterprise risk management to provide market expertise on fixed income investments.
  • Approve trade execution in the internally managed portfolios and effectively communicates performance and portfolio composition to the Vice President and Senior Vice President of Treasury. Approve portfolio manager reports to senior management for various investment committees.
  • Participate as key leader of Treasury/Risk management team and actively engage with other Finance leadership to educate and update on economic activity and impact of other changes in the financial market..

EDUCATION

Required

  • Bachelor's Degree in Finance / Accounting, Mathematics, Economics or Business Administration/Management

Substitutions

  • 6 years' related portfolio trading and asset allocation and a Chartered Financial Analyst (CFA) in lieu of Bachelor degree

Preferred

  • Master's Degree in Finance / Accounting, Mathematics, Economics or Business Administration/Management

EXPERIENCE

Required

  • 10 - 15 years in Portfolio Investment Management

To include

  • 5 - 7 years in recent fixed income portfolios
  • 5 - 7 years in Management/Leadership

  • Certified Treasury Professional (CTP)
