JOB SUMMARY (Summarizes the major purpose and primary responsibilities)

This job acts as the primary onsite privacy point of contact for the Allegheny Health Newtork (AHN) privacy program in each hosptial or physician organization. Serves as a communications link between Allegheny Health Newtork (AHN) privacy and the hospital or physician organization. Provides analytical support to various aspects of the privacy program including requirements related to the protection of competitively sensitive information. Responsible for communication, investigation, response and mitigation of privacy incidents and maintains various databases used for tracking of privacy and security incidents and issues and workforce training. Performs analysis, provides guidance to business and operational areas, recommends changes to processes and prepares reports. Responsible for receiving, reviewing and responding to patients' requests for HIPAA individual rights.

ESSENTIAL RESPONSIBILITIES (Describes the critical tasks, duties and responsibilities of the position.)

  • Responsible for receiving, responding to, resolving and tracking privacy-related complaints through the hotline and other points of contact in a timely and responsible manner in compliance with corporate policy, state and federal law and best practices.
  • Lead and/or support investigations of privacy and security incidents to determine specifics and provide analysis and recommendations for resolution, mitigation and risk mitgation, including allegations of violations of privacy compliance standards by workforce members and external business partners. Assist with required HIPAA risk analysis and with execution of any required notice to accounts and individuals.
  • Responsible for ensuring that privacy and security walk throughs are conducted on a regular basis (no less than monthly) and appropriate corrective actions are taken (as needed)
  • Support content development, deployment and tracking of training for employees, managers, members of the boards of directors and applicable first tier, downstream and related entities.
  • Ensures that all privacy-related patient rights are in compliance. Responsible for receiving, responding to, resolving and tracking privacy-related complaints through the hotline and other points of contact.
  • Other duties as assigned or requested.

REQUIRED EDUCATION

Bachelor's Degree- Business, Healthcare or other related area.

Substitutions (Acceptable substitutions in lieu of a degree 1 ½ years’ experience  = 1 year college)

PREFERRED EDUCATION

Bachelor's Degree in Nursing or Juris Doctor (J.D.)

EXPERIENCE

Minimum: This section refers to the minimum years and type of applicable experience needed to perform the job.  Minimum requirements must be non-comparative, objective, and relevant.

  • 3-5 years' experience in understanding of information management and privacy as well as business and knowledge of health plan/health care and clinical settings.

Preferred: This section refers to additional desired years and type of experience that the hiring manager would prefer, above and beyond the basic requirements of the job.

KNOWLEDGE, SKILLS & ABILITIES (List the attributes required to perform the job through demonstrated service, education or training)

  • Excellent oral, written, presentation, solid decision making abilities, and analytical skills to review and articulate privacy compliance objectives and applicable guidance and regulations.
  • Strong interpersonal skills; must be able to effectively spot and resolve privacy issues and threats.
  • Possess the ability to assess operational functions and related reports to ensure compliance with applicable operational guidance and regulations.
  • Strong analytical and problem solving skills, sound professional judgment, business knowledge, and business acumen.
  • Strong organizational and project management skills.
  • Accountability for management of multiple projects with stringent and often overlapping deadlines involving several cross-functional areas.

REQUIRED LICENSURE (Licenses that are required to perform the job)

Certified Information Privacy Professional (CIPP) (within one year of appointment)
