JOB SUMMARY

This job directs and governs a highly complex and dynamic expense budget and IT Finance capital budget for various customers of the Organization. This job has accountability to maintain IT Finance financial and staffing controls, communicate and coordinate objectives, and manage client financial budgets

The incumbent will provide research and financial impact analysis to enable executive decision-making regarding strategic and/or large scale acquisitions; and overseeing client financial management through actual versus budget analysis; projections; project funding management, multi-year capital budget planning, benchmark analysis; centralized service rate management, hardware and software asset management and business case analysis.

ESSENTIAL RESPONSIBILITIES

  • Oversee Client Financial Management through analyzing actual versus budget.
  • Manage projections; project funding research, tracking & reporting; budget and expense transfer tracking & reporting; multi-year capital budget planning, trending, benchmarking and analysis.
  • Create centralized service rate true-ups, variance and impact analysis; business case capital impact analysis.
  • Manage hardware and software assets and supporting negotiations for multi-million dollar vendor contracts.
  • Develop and maintain databases of information used to track, analyze and report financial and staffing information to IT Finance management.
  • Preside over the development and communication of Client Financial Management Reporting. 

  • Analyze trending IT Finance PM/PM variance, developing benchmarks.
  • Analyze trending IT Full Time Equivalencies (FTEs) /100,000 members.
  • Develop IT Finance web site articles explaining and communicating relevant IT financial information for use in educating IT Finance management, Organization business management and IT Finance staff.
  • Research and development of an IT Finance savings report to demonstrate the impact of IT Finance efforts to realize cost savings and cost avoidance.
  • Develop and communicate IT Finance Innovation Capacity, prepare & communicate cost category trends and analysis.
  • Coordinate the tracking and reporting of resource allocations.
  • Communicate effectively with all levels of the organization by:
  • Manage customer and expectations; facilitating process owner meetings, planning and prioritizing meetings; planning and designing presentations, representing the Organization with outside entities.
  • Prepare written divisional procedures, policies, reports and correspondence; collaborating and negotiating with corporate-wide divisions and insuring compliance across all departments.
  • Collaborate with company customers, staff, IT colleagues, and other stakeholders to identify direction and plans for strategic customer goals, assess impacts to other data and systems, consider available and emerging technologies, compare costs and benefits, and recommend solutions.

EDUCATION

Required

  • Bachelor's Degree in Business, Accounting or relevant field

EXPERIENCE

Required

  • 5 - 7 years in Financial Management
  • 5 - 7 years in a position that successfully integrated business strategies, business operations, business applications, systems technologies, and information systems strategies as they related to financial management in an IT organization
  • 5 - 7 years interfacing and providing direction to management
  • 5 -7 years preparing financial analysis, recommendations, projects and assessment of budget risk
  • 5 - 7 years utilizing financial and budget software
  • 5 - 7 years developing, presenting, and communicating IT financial concepts/solutions to varying audiences

  • Experience with large scale Application Support and Development.
  • Experience with Centralized Service rate development, Benchmark study coordination and analysis, staff planning, business case development and resource allocations
