GENERAL OVERVIEW:  

This position role overseeing the portfolio of changes being made to the Highmark Platform. This position will plan and direct administrative, strategic and financial activities enterprise wide for the Health Plan at the direction of executive management. This individual will develop and maintain relationships within other executives and management staff to promote corporate objectives.   In addition, the incumbent in this position will be accountable to team with the Health Plan Leader of Strategy, and leaders from our ASP customers to drive the management of portfolio changes to the Health Plan’s Platform from generally the following areas:

Highmark Medicaid Initiatives

ASP Customer Initiatives

ESSENTIAL RESPONSIBILITIES: 

1.Staff Management accountabilities to include but not limited to:

  • Coaching, managing and developing employees by establishing clear goals, expectations, and strategies for employee performance.
  • Develop and administer performance reviews.
  • Provide opportunities for staff to maintain current industry knowledge.

Provide opportunities for employees to build collaborative relationships with customers.

2.Lead the monthly planning process supporting the management of the portfolio of changes related to People, Process and/or Technology initiatives in the Health Plan and for the ASP customers that Highmark Supports.   The incumbent is ultimately accountable for driving the production of the 3 – 5 year portfolio roadmap through collaboration with various elements of SO, HPO, Provider, Sales and HM Solutions.  

3.Execute both a monthly prioritization process for updates and a quarterly review process for the ASP Customers and the Health Plan.  Plan the quarterly prioritization process which includes reviewing and evaluating the current strategic initiatives and evaluating new initiatives for funding approval, ensuring the executive communications of direction of current and future projects drive value and differentiations for Highmark.   This leads to the annual planning process and teaming with the Leader of Strategy for the Highmark Health Plan and the various ASP customers to gain agreement on the portfolio of process and platform changes planned for execution.

4.Responsible for the annual budget planning process as it relates to the HEF Initiatives, ASP STI’s, Medicaid & Foundational Initiatives along with Highmark’s Strategic initiatives.  This includes review and analysis of the actual financial results and summarizing for executive team and their direct reports along with the ASP clients.

5.Responsible for the review of Health Services' monthly performance management which includes the monthly strategic initiative dashboard

6.Provide recommendation to the SO SVP, Marketing SVP and the President of the Health Plan based on performance results and execute actions to address open issue with the senior management team.

7.Other duties as assigned or requested.

III. QUALIFICATIONS:

Minimum:

  • A Bachelor’s degree in business or healthcare related field
  • Seven (7) years management experience in member service, operations, customer/sales administration, provider/network, sales administration, market/product, or finance
  • Five (5) years of experience in directly managing large scale projects successfully
  • Five (5) years of experience with budget administration, financial forecasting, cost allocation techniques, activity based accounting, budget analysis and reporting
  • Five (5) years of experience in presenting and communicating to large audiences including executive board members and customers
  • Five (5) years of experience in business process improvement, operations management, information management, finance, informatics communications or multi-media
  • Five (5) years of experience utilizing various industry laws and regulations such as HIPPA, Sarbanes Oxley compliance, Act 68 and Act 147

Preferred

  • A Master’s Degree
  • Three (3) years in industry consulting
  • Three (3) years of experience utilizing various industry laws such HIPAA, Sarbanes Oxley compliance, Act 68 and Act 147
