This job is a key leadership role within the product strategy and portfolio development organization.  The incumbent will develop and deploy an approach to product strategy, grounded in market and customer analytics/insights and product/enterprise economics across ACA/individual, small group, large regional and national account segments and a structured end-to-end product development approach that moves from concept development to design to effective hand-off for implementation.  This job includes perspective on all aspects of product - benefit designs, network, managed care elements, customer service, ancillary products, pricing strategy, etc. Market and customer insights will be derived through collaboration with a wide range of internal (sales, provider contracting) and external (clients/members, consultants/brokers) stakeholders.  The product performance and market strategy team, with support from a product analytics team, will analyze and synthesize large amounts of consumer, market, competitive and product performance data to assess opportunities for new product designs to drive value and develop annual and multi-year product strategies to achieve product mix, designs, and capabilities to meet market needs and hit membership and financial goals - and develop reports and dashboards to monitor and evaluate product performance across segments.  By researching and analyzing cross-industry best practices and best-of-breed external partners, including start-ups, the incumbent will identify new solutions/products to position the Organization at the leading edge of health.  The incumbent will be accountable for identifying opportunities to improve product performance through internal and external levers to drive greater customer value.  By managing a structured end-to-end product lifecycle development approach, they will bring structure and effective decision-making into the product development process across functions.


  • Market and Customer-Driven Product Strategy: Working collaboratively across functions/stakeholders, responsible for developing and maintaining strategic product development approach that will enable the Organization to leverage market and customer analytics and insights to achieve enterprise financial objectives.  Product analytics and insights will inform annual and multi-year product strategy roadmaps and capability investments.  Responsible for leading executive sponsorship and stakeholder engagement through the product development lifecycle process.
  • Drive Product Performance Evaluation: Working with market leads, actuary and finance, develop targets for product performance against membership and financial targets.  Develop reports and dashboards to monitor and evaluate product performance across segments.  Works with other business owners to investigate performance drivers and identify complex market strategy/business line issues and develops recommendations to address problems/issues. Leverages analytics to do post-performance evaluation on whether products drove member and provider behavior as intended, and draw implications for future product design.
  • Drive Product Innovation: Actively monitors developments in the market and pilot, test, evaluates and implements new product innovations.   Combining diverse types of research, data and experience learnings, we will create new solutions for our members along their health journey.  Success in this space will require an understanding of external market trends, innovations from other health plans, and new vendors and startups.  Implementing these innovations will require managing vendor due diligence and contract negotiations. 
  • Matrix Partnerships: Exercising strong "matrix management" leadership skills and building strong relationships with colleagues and business partners across the Organization will be critical to the overall success of the product strategy.
  • Team Management.  Performs management responsibilities to include, but are not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity.  Plans, organizes, staffs, directs and controls the day-to-day operations of the department; develops and implements policies and programs as necessary; may have budgetary responsibility and authority.

Bachelor's Degree- Business Administration, Healthcare related field

Substitutions (Acceptable substitutions in lieu of a degree 1 ½ years’ experience  = 1 year college)


Business Administration, Healthcare related field



  • 7 years' of experience with deep breadth and depth of business knowledge across relevant functions (product, marketing, operations, etc.) in healthcare or similarly regulated product industries
  • At least 5 years' of leadership experience, with demonstrated ability to work in a matrixed organization environment
  • Demonstrated analytic and strategic problem solving skills


  • Experience in retail or other consumer-focused product development
